What Should HR Say When Employees Ask
Whether EAP Is Confidential?
EAP communication on confidentiality: what HR should say when employees ask whether counseling is private, including the honest limits and how to explain them.
📌 [Question]
We are a mid-sized foreign-invested company operating in Korea, and we are working on our EAP communication ahead of an internal well-being campaign.
What has happened: Employees have started asking managers and HR directly, "Is the EAP really confidential? Will my manager find out?"
What we have done: Our launch materials say counseling is "completely confidential," but some employees clearly do not believe it, and one manager was unsure how to answer.
What we need to decide: Exactly what HR and managers should say and whether "completely confidential" is an accurate thing to promise.
Precision builds more trust than absolutes.
📌 [Answer]
Your instinct to question that phrase is correct. "Completely confidential" is an overpromise, and employees sense it. The more effective message explains how confidentiality actually works, including its limits. Precision builds more trust than absolutes.
POINT 01
Say what is true about the counseling itself.
Counseling is delivered by an external provider, not by your company. Session content what an employee discusses, and often whether they attended at all stays with the provider and does not go into personnel files. Confidentiality is a defining feature of the employee assistance model, not a courtesy [1]. In Korea, counseling records also constitute personal information handled under the Personal Information Protection Act, which governs how such data may be collected, used, and disclosed [2].
POINT 02
State the limits plainly, before employees discover them.
Information reaches the employer only with the employee's consent, or in the narrow situations where disclosure is legally required or necessary most notably a serious and immediate safety risk. Saying this openly is what makes the rest of the message credible. A useful formulation for managers: "I won't know what you discuss. The only exceptions are if you ask us to be involved, or in an emergency where someone's safety is at risk."
POINT 03
Explain what HR does and does not receive.
HR receives aggregate, anonymized reporting overall usage levels and broad service categories never individual names or session details. Employees ask this question because they are really asking a different one: "Can this be used against me?" Answer that directly: participation is voluntary, use of the EAP is not recorded in performance or personnel files, and it plays no part in evaluations.
POINT 04
Put it in writing, in both languages.
Publish a short, plain-language confidentiality explainer in Korean and English, use the same wording in launch emails, onboarding, and manager briefings, and repeat it a few times a year. Inconsistent phrasing across materials is itself a trust problem. Brief managers so they answer the same way HR does and so they know to say "I don't know, let me get you the exact answer" rather than improvising.
POINT 05
Then keep the promise operationally.
Confirm with your provider what is and is not reported, check that aggregate reports cannot identify individuals in small teams or offices, and make sure no internal system logs EAP use against an employee's record. One breach of this real or perceived undoes years of communication.

- 01CommentsI like the distinction between collecting employee feedback and actually showing employees what changed because of it. Without that last step, even a well-designed survey can start to feel performative.191026.10.01
- 02CommentsThis seems like a much better approach than asking the provider for a named user list every month. Finance still needs enough evidence to approve the invoice, but that shouldn't require HR to know who actually used counseling.151126.09.30
- 03CommentsThe distinction between 24-hour intake and 24-hour counselling is important. Our employee notice should state what support is actually available during the closure and when a counsellor will respond.474426.09.11
