Workplace disability awareness training is a mandatory legal training that employers are required to conduct. According to the guidelines of the Korea Employment Agency for the Disabled, training logs, attendance lists, and individual records are required according to the implementation method, such as group, remote, or outsourced training, and training materials must be retained for three years.
👥 First, separate the 'Annual Standard List' and the 'Change List'.
The biggest reason for the difficulty in managing participants is that only the list of attendees on the day of training is kept, without recording which reference date the list represents employees on that date. If an annual reference list is created at the beginning of the year or when the training plan is established, and subsequent changes—such as hiring, reinstatement, transfer, or resignation—are recorded in a separate ledger, it becomes easy to identify who was added and when.

🪜 6 Steps to Handling Subject Changes
STEP 1. Confirm the training cutoff date and target scope.
The training plan must include the base year, base date, target workplace, employment types to be included, and criteria for determining exclusion. According to the Korea Employment Agency for the Disabled (KEAPD), all employers and employees are eligible as a basic group; however, since there are scopes of possible exclusions based on scheduled working hours, monthly working days, leave of absence, non-executive executives, etc., please verify the information based on the latest official guidelines.
STEP 2. Regularly compare personnel change data with training rosters.
We receive records of hiring, resignation, return from leave, and transfers on a monthly or fixed schedule and compare them with the training roster. Even if the list is automatically extracted from the HR system, we verify that status values necessary for training operations, such as leave of absence, dispatch/field work, and branch affiliation, are not omitted.
STEP 3. Check if there is a record of completion in the same year.
If a transferred employee or an employee moving to an affiliated company completed the same year's training at their previous organization, verify the course name, training hours, fulfillment of mandatory requirements, and proof of completion. Do not stop at a verbal confirmation stating, "I heard they completed it"; instead, obtain a certificate of completion or records in the training log.
STEP 4. Assign additional training participants to the next session.
If individuals requiring additional training, such as new hires or returning employees, arise following the company's group training, a method appropriate to the company's situation is determined, including supplementary group training, e-learning from designated training institutions or public corporations. The need for additional training is also verified for those who missed the original training due to business trips, vacations, or work commitments.
STEP 5. Verify the distinction between guidance and actual completion.
The date the training link was sent is a record of notification, not proof of completion. For remote training, appropriate documentation such as certificates of completion, individual histories, and logs is secured, while for in-person training, training logs, attendance lists, and educational materials are used; these are then compared against the target audience list.
STEP 6. Proceed with year-end closing and the handover for the next year.
At the end of the year, the standard list, updated list, and final completion list are cross-referenced to verify non-completion and missing documentation. The courses and educational institutions used, the download location for completion certificates, the number of incomplete participants, and improvements for the following year are recorded in the handover document.

Since individual certificates of completion may contain personal information such as name and affiliation, they are stored in a restricted training documentation folder rather than a company-wide public folder. Access permissions can be managed separately by recording only the file path in the management log.

- If only the list of incumbent employees is saved at the time of training and new hires are not checked thereafter
- Cases where it is assumed that all employees on leave are excluded and no verification procedure is established after their return to work

- When using email sending records as proof of actual completion

It is easy to aggregate branch-specific statuses by using common values such as 'Eligible', 'Under Review for Exclusion', and 'Confirmed Exclusion' for eligibility, and 'Notified', 'Notified', 'In Progress', 'Completed', 'Missing Proof', and 'Scheduled for Make-up' for completion status. For 'Confirmed Exclusion', be sure to link the judgment date and the basis.
For example, you can operate the system so that the status of employees on leave of absence is reviewed again once their return date is entered, even if they were excluded on the reference date, and so that for new hires, a confirmation list is sent to the training manager once their start date is registered.
Notifications for those who have not completed the course are provided individually, and a record is kept.

The year-end closing is a procedure to confirm that all individuals for the relevant year have actually completed their training and that supporting documentation has been secured.
