How to use the Serious Accident Response Checklist

1. First, organize the current status of the workplace.

Record the following information at the workplace or site level.

  • Industry and major processes
  • Permanent workers and on-site personnel
  • Safety and health officers and supervisors
  • Whether it is contract work, service work, or outsourced work
  • Recent industrial accidents and near misses
  • Major facilities and high-risk work

Even if there are common regulations at headquarters, equipment and work methods may vary from site to site, so verification must be based on actual work.

2. Identify safety and health objectives and responsible persons.

Check if the following items exist only in the documentation and are connected to actual operations.

  • Is there a safety and health policy approved by management?
  • Whether annual goals and action plans have been set
  • Whether a responsible department and person in charge have been designated
  • Whether the necessary personnel and budget have been reflected
  • Is there a set schedule for the executive reporting?
  • Is there a procedure to supplement unfulfilled items?

The Ministry of Employment and Labor describes the safety and health management system as a system in which workplaces independently identify risk factors, implement measures to eliminate, replace, and control them, and continuously improve them.

3. Connect risk factors with corrective measures

After identifying risk factors, record the following details as well.

  • Identified hazardous and risk factors
  • Expected accidents and damages
  • Safety measures currently in effect
  • Additional improvement measures
  • Person in charge and completion deadline
  • Actual completion date
  • Supporting documents such as photos and checklists
  • Re-inspection results after improvement

Risk assessment is the process of identifying hazardous factors, determining the level of risk, and formulating and implementing measures to reduce risk. Actual corrective actions and re-evaluations are more important than completing the assessment form.

4. Differentiate the inspection cycles for education and legal compliance.

Certain inspection and evaluation items under the Enforcement Decree, compliance with obligations under safety and health-related laws, and whether mandatory safety and health education has been conducted At least once every six months Inspection standards apply.

However, this does not mean that all safety and health activities are uniformly verified only once every six months. Pre-work inspections, regular training, risk assessments, and equipment inspections must each be managed at intervals in accordance with applicable laws and workplace standards.

Record the following on the checklist.

  • Inspection personnel
  • Inspection results
  • Reasons for non-compliance
  • Supplementary measures and completion deadlines
  • Report date and next inspection date

5. Verify workers' opinions and on-site implementation.

You can check on-site opinions in the following ways.

  • Safety suggestions and reporting channels
  • Industrial Safety and Health Committee or labor-management consultation procedures
  • Near miss report
  • Stoppage Request and Processing Results

Rather than simply recording that opinions were heard, it is advisable to record what opinions were presented and how they were reflected in the improvement measures.

Establish a reporting system before an accident occurs.

Assigning a person in charge only after an accident occurs can delay emergency measures and internal reporting. It is advisable to distinguish the following roles in advance.

  1. 119 Reporting and Emergency Response Personnel
  2. On-site additional risk control officer
  3. Reporting officer for management and safety and health
  4. Person in charge of responding to relevant agencies and data management
  5. Victim's Family and Member Guidance Officer
  6. Witness, colleague, and manager support staff
  7. Person in charge of managing recurrence prevention measures and completion status

Immediately after an accident, priority should be given to emergency measures, ensuring safety at the scene, and preventing further damage, rather than determining liability.


We also inspect contracted, service, and outsourced work.

When subcontractors are involved, you must verify not only the safety clauses in the contract but also the actual work process.

  • Whether safety and health capabilities were verified when selecting a vendor
  • Whether risk factors and prohibitions were shared before the work
  • Are there entry training and protective equipment standards?
  • Whether the roles of the prime contractor and subcontractors are distinguished
  • Whether the accident and near-miss reporting procedures are connected
  • Whether on-site inspections are conducted during work
  • Whether corrective measures are being taken regarding deficiencies

How can EAP be utilized after an accident?

EAP does not replace accident investigation, emergency response, or legal review. In the event of an accident, the priority is rescue, containment of further risks, response to relevant authorities, and measures to prevent recurrence.

Once safety is secured, not only the victim but also witnesses, colleagues, and managers may experience anxiety, sleep problems, guilt, and the burden of returning to work. In such cases, EAP counseling, manager coaching, return-to-work support, and organizational recovery programs may be considered.

    위험성평가 후 개선조치가 지연될 때는 단순히 일정이 늦어졌다는 이유만으로 바로 경영책임자 보고로 올리기보다, 해당 조치가 현장 담당자 권한으로 해결 가능한지 먼저 구분하는 것이 좋습니다.
    
    실무적으로는 개선조치 기한이 지났는데도 조치가 완료되지 않았거나, 설비 개선·예산 투입·인력 배치·작업 방식 변경처럼 현장 단위에서 결정하기 어려운 항목이라면 상위 의사결정 라인에 보고하는 기준을 두는 것이 안전합니다. 특히 위험도가 높은 항목, 사고 가능성이 큰 항목, 반복 지적되는 항목은 지연 사유와 필요한 예산·조치안을 함께 정리해 조기에 보고하는 것이 좋습니다.
    
    보고할 때는 “조치가 안 됐다”로 끝내기보다, 위험요인, 현재 임시조치 여부, 지연 사유, 필요한 예산 또는 의사결정 사항, 완료 목표일을 함께 정리하면 경영진이나 안전보건관리책임자가 판단하기 쉽습니다.
