How much of this year's work do you plan to finish before requesting next year's safety and health and EAP budget?

Hello, I work in the HR team handling both training and welfare.
While preparing next year's safety and health and EAP budget, I am also organizing tasks that are not yet finished this year.
The list of applicants for the training differs slightly from the actual list of those who completed it, and there are still improvements identified during the safety inspection awaiting quotes.
I'm confused because if I include all of this in next year's plan, it feels like it's dragging over work that needs to be done this year, but if I leave it as just this year's task, I'm worried it might be excluded from next year's expenses.
How much of the remaining work for the year do other companies finish before requesting a budget?
I am also curious to know what table you use to categorize and report the additional expenses for this year and the new expenses required for next year.
