In what order is the risk assessment conducted?

Risk assessment is generally conducted in the following order.

  1. Determine the subjects and participants for evaluation.
  2. Identify hazardous and dangerous factors in actual work.
  3. Determines the level of identified risk factors and their acceptability.
  4. We establish improvement measures to reduce risk.
  5. We will set a completion deadline with the person in charge and implement improvement measures.
  6. Check again whether the risk has decreased after the measures.
  7. Share the results with the workers and set the schedule for the next evaluation.

How to use the Risk Assessment Procedure Table

1. Determine the subjects of evaluation and participants.

The evaluation must involve not only safety and health personnel but also the workers performing the actual work and supervisors. The participation of on-site workers helps identify abnormal work practices, recurring inconveniences, and factors contributing to near misses that are not documented.

2. Identify hazardous and risk factors by observing the actual work.

Do not just check the work procedure manual; inspect the site directly and record the following risk factors.

  • Risk of entrapment, cutting, collision, and fall
  • Risk of electric shock and fire/explosion
  • Chemicals, gases, dust, and vapors
  • Noise, vibration, high and low temperature environments
  • Heavy objects, repetitive movements, and unnatural postures
  • Slipping, falls, and passageway obstructions
  • Protection device unlocking and abnormal operation
  • Manpower shortage, excessive work speed, and lack of rest
  • Accidents, Near Misses, and Worker Reports

We also review existing accident records, near misses, results of on-site inspections, and worker opinions.

3. Determine the risk level and acceptability.

Determine the risk level by considering the likelihood that the identified risk factors will lead to accidents or diseases and the severity of the damage.

  • Is there supporting documentation such as photos, training logs, and checklists?
  • Whether further improvements are needed

The evaluation results and necessary measures are shared with workers through safety and health training, meetings, postings, written or electronic methods, etc.
