Before commencing contracted work, the Prime Contractor and the Subcontractor must not merely communicate the work name but jointly verify risk factors regarding the location, facilities, and processes, containment status, mixed work, personal protective equipment, emergency contacts, and any changes. The key is to separate the record of document delivery from the confirmation that the site manager understood the requirements.
It is a procedure to create a condition where the worker can safely start working.
📌 Key points to check first
When workers of related subcontractors work at the contractor's workplace, the contractor must review necessary measures, such as communication and coordination between tasks,巡回 inspections, support for and verification of training implementation, and confirmation of work timing, content, and safety and health measures. In particular, for work stipulated by law, such as the modification, dismantling, demolition, or removal of chemical handling facilities, or internal facility work, the contractor must verify whether information on hazards and risks, precautions, and accident response procedures must be provided in writing before the work begins.
However, you must not manage only the work corresponding to the legal provisions and leave general maintenance, cleaning, transportation, computer, and facility operations unattended. Workplaces that control and manage the work area determine the necessary information based on equipment status, vehicle movement patterns, electrical, fire, height, and confined spaces, as well as ongoing processes and simultaneous work by other companies.
While the previous comprehensive article on the Serious Accidents Punishment Act covered a safety and health management system centered on executives, this article focuses on what the prime contractor and the subcontractor exchange and verify immediately before approving individual subcontracted work.
🧭 Step 1: Fix the scope of work and the person in charge in a single line
It is difficult to determine the actual risk based solely on the task name in the contract. Write down the work location, target equipment number, start and end times, personnel involved, equipment and materials used, stop or operating status, work supervisor, and on-site liaison on a single sheet. Instead of 'pipe repair,' you must specify the site, such as 'Replacement of raw material tank T-03 connecting pipe flange, September 9, 10:00–14:00, removal of residue after line stop.'

⚠️ Step 2: Translate risk information into work behavior
Simply sending the entire SDS or Risk Assessment Sheet may not be sufficient. Select the materials and energy that the contractor's workers may actually come into contact with, as well as risks of entrapment, falls, electric shock, fire, explosion, and suffocation, and convert them into a format outlining "where, when, and what actions are dangerous" before delivering them.
For example, instead of "presence of flammable materials," conditions and actions are linked, such as "nitrogen purging and checking gas concentration before opening pipes, prohibiting open flame work, and stopping operations and contacting the central control room if standards are exceeded." This includes not only information on normal operation but also risks that become apparent only during maintenance, such as residual pressure, automatic startup, backflow in other lines, and cleaning agents and byproducts.
🔒 Step 3: Energy Shutdown and Equipment Handover Verification
For maintenance, repair, and cleaning operations, the actual shut-off status is more important than simply saying the equipment has been stopped. Check the shut-off locations and lock/labeling status for each energy source, such as electricity, pressure, heat, gravity, hydraulic/pneumatic pressure, and chemical inflow, and determine who will authorize test runs and restarts.
Before handing over the equipment, the prime contractor's operation manager and the subcontractor's work supervisor jointly check valves, shut-off valves, blinds, residues, gas concentrations, etc. When shifts change or work carries over to the next day, do not use the previous signature; instead, re-verify the current status.
🚧 Step 4: Adjust mixed work and movement paths
Even if the work of each company is safe individually, new risks arise when conducted simultaneously in the same space. Check the timetable and floor plan to determine if upper-level work and lower-level movement, forklift operation and walking, welding and painting, or power cutoff and test runs overlap.

👷 Step 5: Check if the recipient understands
We do not determine understanding based solely on email receipt confirmations or signatures. We have the contractor's work supervisor explain the major risks, work stoppage criteria, evacuation locations, and contact sequence in their own words, and verify how this information will be conveyed to the actual workers.
If there are foreign workers, new recruits, or shift workers, coordinate the language and timing of communication. The pre-work TBM record should include not only the attendees but also any risks and control measures that have changed today, and non-attendees should be verified separately before deployment.
Verifying understanding can be more effective through work demonstrations and clarification than through test scores. Have workers directly point to containment locations and explain who to notify and in what order in the event of unusual odors or pressure changes. Verifying the process of selecting and wearing protective equipment, as well as exclusion zones and evacuation routes, at the actual site can identify confusions not documented in the paperwork.
Even if the contractor's manager understands the details, they are not automatically conveyed to the additional workers deployed on that day. The deployment list is compared with the explanation list, and it is linked to the access control system to prevent untrained workers from entering the work area.
🛑 Step 6: Specify criteria for stopping, changing, and resuming operations
The initial checklist may no longer be valid if the scope of work, facility status, personnel, equipment, weather, or surrounding processes change. It is predetermined who the person discovering the change must notify, at what level work must be stopped immediately, and who must re-evaluate and approve resumption.
Deviation from gas concentration standards, damage to locking mechanisms, deployment of unauthorized equipment, entry of other operations into the controlled area, and inability to make emergency contact may be specified as conditions requiring an immediate halt and reconfirmation. We will not proceed with only verbal approval due to schedule pressure.
The prime contractor representative receiving the suspension report must separate the pressure to resume production from safety judgments. Differentiate the person responsible for verifying the changed risks, implementing corrective measures, and approving the resumption, and record the time and conditions of approval. Avoid leaving the decision to resume solely to the subcontractor or granting approval over the phone without on-site verification.
The completion of work is also a hazardous phase. Remove tools, materials, and temporary piping, restore safety devices and interlocks to their original condition, and hand over the equipment after confirming that all workers have withdrawn from the hazardous area. Do not defer any anomalies discovered during test runs to the next maintenance; instead, leave the remaining risks and subsequent responsible parties accountable.

The checklist records the date and time of provision, the descriptor, the recipient, the work permit number, the version of the relevant document, and the change history. The signature section is used not as a device to shift responsibility, but as proof that both parties understood the same working conditions.
❌ Frequently occurring errors
First, materials received once at the time of contract signing are used as is for repetitive tasks. Second, the prime contractor merely records the fact that documents were sent without verifying whether they were actually delivered to the workers. Third, although multiple subcontractors work in the same location, information is managed only by company, and conflicts between them are not resolved.
Fourth, the versions of the Risk Assessment Sheet, SDS, and Work Permit are different. Fifth, the work is changed, but it continues with only verbal approval from the process manager. Sixth, the restoration of safety devices after work is completed and the verification of withdrawal before restarting are omitted.
Seventh, only the name of the protective equipment is listed, and the appropriate grade, quantity, and replacement standards for the risk are not verified. Eighth, an emergency contact network exists, but it is not checked whether it is actually connected during nighttime or holidays. Ninth, performing additional work not included in the work permit, even for a 'brief' period, is not considered a change.
If checklists are created solely as documents for audit response, the number of items increases while on-site communication decreases. It is recommended to manage repetitive, standardized information as basic work data, and to intensively verify conditions changed on the day and high-risk measures during the pre-work meeting.
On a monthly basis, we analyze recurring deficiencies rather than the checklist itself. By classifying tasks with delayed information provision, work performed without change approval, items where worker explanations were inadequate, and facilities with delayed protective device restoration, we can reflect these findings in contractor evaluations and next-generation work plans.
However, do not evaluate subcontractors solely based on the number of missing documents; also identify causes that the prime contractor needs to address, such as delays in providing equipment information, changes in the scope of work, and conflicts with production schedules. If the same errors recur, the coordination of the ordering, work permit, and access approval procedures should be improved rather than merely issuing a warning to the person in charge.
The quality of the checklist is judged not by whether all fields are filled, but by whether it can reproduce actual working conditions. The next person in charge must be able to explain the work location, major risks, containment status, stop criteria, and approver solely by reading the document. Ambiguous expressions should be replaced with specific conditions and action criteria before the next task.
After the work is completed, link the checklist, work permit, change approval, measurement results, and final handover records to the same work number. Do not discard them simply because no accidents occurred; instead, use them as reference material to update risk information for the next identical task.
