EAP Launch Checklist for Global HR Teams in Korea

This EAP launch checklist helps global HR teams in Korea roll out an Employee Assistance Program that employees understand, trust, and use. Launching an EAP requires more than selecting a provider: the launch succeeds when employees know what the EAP is, how to access it, when to use it and trust that their privacy is protected.

What this resource includes

The checklist organizes the rollout into five phases Plan, Prepare, Communicate, Launch, Review with the key HR actions for each, a pre-launch confirmation list, the most common launch mistakes, and guidance on where EAP support fits. It reflects the core employee assistance functions the program must deliver from day one: confidential counseling, referral, and consultation for managers and the organization [1], within the broader WHO-recommended framework of organizational support for worker mental health [2].

How to use it

Use this checklist when launching an EAP for the first time in Korea, expanding a global EAP to Korean employees, changing providers, relaunching an existing program to rebuild awareness, or introducing EAP support after organizational changes. Work through the phases in order most launch failures trace back to skipped preparation, not bad providers. For bilingual workforces, apply every communication item twice: once in Korean, once in English.

EAP launch checklist

Phase HR action
Plan Define eligibility, services, session limits, and launch timeline
Plan Confirm access channels (app, web, phone), languages, and crisis procedures
Prepare Test every access channel end to end, as an employee would
Prepare Brief managers: what the EAP is, how to refer, where their role ends
Communicate Explain services, access, eligibility, and confidentiality — bilingually
Launch Make the service available; leadership announces; managers reinforce
Review Monitor awareness and utilization trends; gather feedback; adjust

Before launch, confirm:

  • Employee eligibility is finalized and communicated.
  • Access methods have been tested in both Korean and English.
  • Communication materials are ready in both languages.
  • Managers have been briefed and can answer basic questions.
  • Confidentiality rules are explained in plain language: external counselors, no session content to the employer, aggregate-only reporting.
  • Employee questions have a designated HR contact.
  • Reporting expectations and crisis procedures are agreed with the provider.

The phases in practice

Confirm the program. Verify eligible employees, available services and counseling sessions, access channels, supported languages, crisis support procedures, and HR and manager responsibilities. Anything HR cannot answer crisply, employees will answer for themselves usually pessimistically.

Prepare internal communication. Employees need five things clearly: what the EAP offers, who can use it, how to access support, that participation is confidential, and typical situations where it helps. Managers need one more: how to introduce the service naturally without acting as counselors promotion of the program and management consultation are part of the EAP model itself [1].

Launch and monitor. After launch, keep managers promoting the program, answer questions promptly, monitor awareness and utilization trends, gather feedback, and update materials. Treat the launch as the start of an ongoing communication effort, not a one-time announcement.

Common mistakes

Launching without explaining how the program actually works; assuming employees already understand confidentiality rather than explaining it repeatedly; briefing managers to solve employee problems instead of referring appropriately; announcing once and never reinforcing; and measuring success only by utilization rates instead of awareness and accessibility utilization follows trust, and trust follows communication.

When EAP support is appropriate

Employees may benefit from the EAP for stress, anxiety, burnout, work-related challenges, family or relationship concerns, financial or legal worries, and life transitions [1]. Managers and HR can use EAP consultation when supporting employees or handling difficult workplace situations. The EAP complements workplace wellbeing initiatives; it does not replace emergency services, medical treatment, or the employer's own responsibility for a psychologically healthy workplace for which systematic psychosocial risk management remains the organizational foundation [2][3].

Important limitations

This is a practical launch resource, not a contract template or a compliance document. Adapt the phases to your organization's size, structure, and provider agreement, and align crisis procedures with your internal protocol and local requirements. A well-launched EAP supports employees it does not by itself resolve structural workload, culture, or management issues.

Frequently asked questions

When should employees be informed about the EAP? Before the launch date, then continuously: onboarding, wellbeing campaigns, organizational changes, and regular touchpoints. Awareness decays without reinforcement.

Should managers encourage employees to use the EAP? Yes, as a routine, normalized resource, while respecting privacy and voluntary participation. A manager mentioning the EAP naturally does more than any poster.

How often should HR promote the EAP? Monthly touchpoints for the first six months, then a steady rhythm through the year. A single launch announcement produces a utilization spike that fades within weeks.

How should HR test EAP access channels before launch? It seems important to check the app, web, phone, and language support exactly as an employee would use them.

This checklist was helpful because it shows that launching an EAP is not just about choosing a provider. Employees need to understand what it is, how to use it, and whether they can trust the confidentiality rules.
