Should employees dispatched overseas be included in the list for domestic mandatory legal training?

Hello. This is the person in charge of mandatory statutory training. We have dispatched employees who are affiliated with the domestic headquarters but have been working at overseas subsidiaries for most of this year. It is difficult to exclude them all at once as eligibility criteria vary by training course, and even if we schedule online training according to the same schedule as domestic employees, there are issues regarding local working hours and language barriers.
Currently, we verify the list of dispatched employees, along with their affiliations and work locations, separately. Would it be more appropriate to include them in the list of those subject to domestic mandatory legal training first, and then re-evaluate the applicability for each specific course? I would also like to know if similar training completed at an overseas subsidiary can be recognized as proof for domestic training.
