When do you exclude employees who are about to retire from EAP eligibility?

Hello, I am in charge of EAP operations.
An employee scheduled to retire recently requested a consultation, so opinions are divided internally.
There are opinions that since the employee is still employed, the service should naturally be available until their retirement date, while there are also opinions that criteria should be established in advance, as starting counseling right before retirement could lead to the counseling continuing even after leaving the company.
For example, if you have your first consultation three days before retirement and the counselor says that additional consultation is needed...
I am wondering if it is appropriate to allow the use of remaining installments even after retirement, or if usage should be limited to the duration of employment.
I imagine the standards for employees on leave or those planning to resign vary by company. How do you usually handle this?
I am wondering if my usage rights are terminated entirely on the date of retirement, or if I am allowed to complete up to a certain number of consultations started before retirement.
I am also curious how you write this in your regulations or notices.
