What criteria do you usually use to appoint worker representatives to the Occupational Safety and Health Committee?

Hello, I am a person in charge of safety and health at a manufacturing company who recently took on the role.
Our company operates an Industrial Safety and Health Committee, but the terms of the worker members have recently ended, so we are in a situation where we need to form a new committee.
Since it is a company without a labor union, it was unclear from the start who should be the employee representative. I heard that until now, representatives have been appointed mainly from the production team's field staff, but there were no specific criteria remaining.
I'm also not sure if we need to balance the ratio of office workers to field workers, or how we are taking into account the opinions of the shift teams or subcontractors.
I am also wondering if it is acceptable to fill the position with someone nominated by the workers' representative if there is no honorary industrial safety inspector.
I'm also worried about whether I should replace the appointed members if they don't attend meetings often because they say they are busy.
