Does a low EAP utilization rate mean the operation isn't going well?

We are running an EAP program, but the number of counseling sessions is not as high as expected.
At first, I wondered if a low utilization rate meant the program was ineffective, but after actually running it, I found it ambiguous to judge based solely on the number of consultations.
I think we also need to look at things like announcement view counts, employee satisfaction, and whether high-risk situations were successfully connected to counseling.
However, since I have to explain things with numbers when reporting internally, I am wondering which metrics would be best to look at together.
How do EAP operators assess effectiveness when utilization rates are low?
I would like to know if there are any other indicators checked besides the number of consultations.

    EAP 이용률이 낮을 때 직원 설문으로 인지도나 비밀보장 신뢰도를 확인해보신 분 계실까요? 상담이 필요 없는 게 아니라 신청 장벽이 있는 상황일 수도 있을 것 같아서요.

    내부 보고용이면 전체 이용률 하나보다 월별 추이, 상담 주제 대분류, 홍보 이후 유입 변화 정도를 같이 보는 게 설명하기 편할 것 같아요. 단, 부서별로 너무 쪼개면 개인이 추정될 수 있어서 조심해야 할 것 같습니다.

    상담 횟수 외에는 만족도, 재이용 의향, 신청 후 취소율, 평균 대기시간 같은 지표도 같이 보면 좋지 않을까요? 이용률이 낮아도 상담 만족도가 높으면 운영 자체가 나쁘다고 보긴 어려울 것 같습니다.

    저희도 EAP 이용률만 보고 효과를 판단하기는 애매하다고 느꼈습니다. 이용 건수보다 직원들이 제도를 알고 있는지, 필요할 때 신청할 수 있다고 느끼는지가 더 중요할 때도 있는 것 같아요.
