Checklist for Preparing Confined Space Work Before Water Tank Cleaning | Excel for Equipment Allocation and Gas Measurement Records

When entrusting water tank cleaning to a company Contract โ†’ 1 week before work โ†’ Day of work โ†’ Before work โ†’ During work โ†’ After work This is an Excel checklist that records items to be verified in order, along with measurements for equipment preparation, oxygen, and hazardous gases, in a single file. When measurements are entered, it automatically compares them with the appropriate air standards, and if a required item is empty, it displays 'Work Start Pending'.

๐Ÿ“Œ When is the best time to use this?

  • When the semi-annual water tank cleaning schedule has been set, but you haven't organized what to request from the company and what to keep on hand
  • When we were verbally confirming every time whoโ€”the company or the vendorโ€”was preparing the measuring instruments, ventilation fans, and breathing apparatus.
  • When receiving measurement results from the company but not separately verifying whether they meet appropriate air standards
  • When you want to gather cleaning records under the Waterworks Act and measurement records under the Occupational Safety and Health Act in one place

The criteria for dividing the roles of the client and the subcontractor is Confined space water tank work pillar text I have organized this in detail. This article focuses on how to use a checklist file.

โœ๏ธ Order of Use

  1. Fill in the work outline โ€” Once the work date is set, record the location of the water tank, the size and depth of the manhole, the company name and whether the water tank cleaning business is registered, and the names of the cleaning supervisor, measurer, and monitor.
  2. Determining Equipment Allocation โ€” Select the requirement and the preparation entity for each piece of equipment. If the equipment is required but the preparation entity is empty, or if the instrument calibration/inspection verification date is empty, 'Verification Required' will be displayed.
  3. Step-by-step check โ€” Select a result for each item from the contract stage to after the work. If there is a 'Deficient' or blank space among the statutory items, the top judgment is displayed as 'Work Start Pending'.
  4. Input measurement value โ€” If you input the measurement results received from the company (before work, before re-entry) by location, 'Appropriate' or 'Inappropriate' is displayed compared to the appropriate air quality standards.
  5. custody โ€” Once the work is finished, save the file as a PDF to keep the waterworks cleaning records (2 years) and measurement records (3 years) together.

๐Ÿงฎ Automatic Judgment Method

sheet verdict standard
Gas measurement records Suitable / Inappropriate Oxygen 18% or more and less than 23.5%, carbon dioxide less than 1.5%, carbon monoxide less than 30 ppm, hydrogen sulfide less than 10 ppm (Article 618 of the Occupational Safety and Health Regulations)
Step-by-step checklist Job available to start / Job start pending It is possible if all statutory items in stages 1โ€“3 are 'suitable' or 'not applicable', and all pre-work measurements are 'adequate'.
Equipment Allocation Table Needs verification If the necessity is 'necessary' but the preparation entity is blank, or the inspection confirmation date for measuring instruments or air breathing apparatus is blank

โœ… Things to check before applying the checklist

Please decide on the following items first before writing the file. Especially Designation of measurer, method of sharing measurement records, 119 reporting person If these are not determined, confusion will arise on the day even if you fill out the checklist. If three or more items are undecided, it is recommended to schedule a work planning meeting with the vendor first.

Inspection items Confirmation details check
manager We appointed the company's work manager (facilities and safety) and the contractor's work supervisor. โ–ก
rater We determined the measurement personnel designated by the company and the method of sharing measurement results (copies/photos). โ–ก
equipment The entity responsible for preparing the equipment allocation table was finalized together with the company. โ–ก
119 call The supervisor, the company's reporting officer, and the ambulance entry point were determined. โ–ก
Post We decided on a location to post the pre-work checklist at the entrance. โ–ก
custody I designated a folder to store the Waterworks Act records and the Occupational Safety and Health Act records together. โ–ก

๐Ÿ” Precautions when using

  • The 'Work Ready' designation is merely the result of an internal company inspection and is not a legal ruling. If measurements or conditions change on-site, stop work immediately and re-check.
  • Measurements are performed directly by a measurer designated by the vendor, and this file is intended for receiving and verifying the results. If a company employee enters directly, the company must fulfill all requirements regarding measurer designation, equipment provision, and special training.
  • The checklist items are distinguished between statutory obligations and practical recommendations. Recommended items may be adjusted to suit the specific situation of the workplace.
  • Since worker names and contact information are included, please restrict file sharing to relevant personnel.

โ“ FAQ

Q1. The company uses its own form; do we need to use this file again?

If you have performed measurements and verification using the vendor's form, you may obtain and keep a copy. Since this file is used by the company to check whether information provision, equipment allocation, and implementation verification have been completed without omission, it is recommended to use it in conjunction with the vendor's form.

Q2. How many measurement locations should I list?

The number of measurement points is not specified in the regulations. Since KOSHA GUIDE H-80-2021 recommends measuring at least three points each in the vertical and horizontal directions, I organized the rows so that heights could be recorded separately, such as at the entrance, middle, and bottom of the manhole.

Q3. How do I record equipment rental from the Corporation on the equipment allocation table?

Select 'Rent from Corporation' under Preparedness, and enter the rental and return dates in the Remarks section. You must also verify that the rented equipment has been calibrated and inspected prior to measurement, and please keep in mind that the measurement conducted by the Corporation's implementing agency does not substitute for the assessment of the appropriate construction period for the workplace.

This document is a practical reference checklist for inspecting the readiness for confined space work when subcontracting water tank cleaning. Automatic judgments are merely the result of comparing input values โ€‹โ€‹with standard values โ€‹โ€‹and do not substitute for legal judgments; on-site measurements and decisions to halt work must be made by the business owner and the person performing the measurements. For matters requiring site-specific judgment, please verify with the competent regional employment and labor office or the Korea Occupational Safety and Health Agency.
